Abstract

The essay points out some of the possible developments of representation within the new Senate, considering, in particular, the presence of Mayors. It is also analysed the role of the political party in the perspective of the second chamber. Will the Italian second chamber be a true representative place of the territorial governments or will it be locked up in the cage of the political party system?
