Abstract

This paper proposes the architecture's description and development of a system aimed at the authoring of WebGIS environments; it allows collaborative manipulation and fruition of georeferenced hypermedia information. System development follows a collaborative End User Development (EUD) approach, that allows all the actors using the system to communicate with each other, by exploiting integrated annotation functionalities. The adoption of Open Source libraries and tools will allow public administrations to drastically reduce development and deployment costs.
