Transformative education in the New Orleans participative planning: critical pragmatism for the rebuilding of the community after hurricane Katrina

Abstract

Usually planning is considered a top-down process: people participation is limited to a simple public hearing and planners have the power to make the real choices. Because in planning everything would not work by itself, it's important to understand what happens when participation produces frustration and any solutions seem far from what citizens need. This article takes cue from the rebuilding of the Ninth Ward of New Orleans after the hurricane Katrina. The aim is to discuss the strength of a transformative education program focusing the attention on the importance of the taking care about each other. The article also describes the interesting the work of over 150 students of three different faculties (Cornell-Columbia-Illinois "practical partnership") to find a comprehensive strategy for the rebuilding of the city. Because this article assumed that planner's job is to help a community to have a vision of its own and of its future, it argues about the function of the relationship between planning and urban condition. At last, the turning point of its analysis is how planning can evaluate the inner feelings of a community to rebuild a common hope.
